A virtual office in Tamil Nadu is a commercial premises in Chennai or Coimbatore whose address your business uses as its place of business in the state without renting a desk there. For GST it is filed as the principal place of business on FORM GST REG-01, and the registration it supports is a Tamil Nadu registration: a GSTIN beginning with 33, CGST + SGST on supplies inside the state, IGST on supplies to the rest of India, and its own set of returns.
This explainer covers what is specific to Tamil Nadu — the code, the tax split, the thresholds, the department, professional tax — and what is the same everywhere: the document kit the officer will check, the process and its timelines, and the ways the address can be used beyond GST. Everything numeric is stated as of September 2026 and reviewed each year.
Chennai is the capital, a major port and the centre of the state’s automotive and manufacturing economy; Coimbatore is the engineering and textile hub, and Tiruchirappalli serves central Tamil Nadu. Registrations here follow manufacturing supply chains, Chennai-based clients and marketplace stock.
Tamil Nadu by the numbers. The MCA register lists 251,291 companies and LLPs with their registered office in Tamil Nadu, 161,498 of them active, and 21,244 incorporated in the twelve months to June 2026. All states compared.
Who needs a Tamil Nadu GSTIN
GST registration is state-wise (Section 25, CGST Act): one registration per state or union territory per PAN, each with its own GSTIN. You need one in Tamil Nadu when you have a place of business there. In practice that means one of four things.
- Stock in the state. Goods held in your own warehouse or in a marketplace fulfilment centre in Tamil Nadu are supplied from Tamil Nadu, so the seller needs a Tamil Nadu GSTIN and, for a marketplace warehouse, that warehouse added as an additional place of business. How APOB works.
- People in the state. Staff working from an office in Chennai or Coimbatore make it a place of business, even if invoices are raised elsewhere.
- A Tamil Nadu presence for clients. Service companies that want to bill Tamil Nadu clients with CGST + SGST from a local registration, or whose clients ask for a local GSTIN on the vendor form.
- A project or season. A one-off project, exhibition or seasonal trade in Tamil Nadu with no fixed premises is a casual taxable person registration instead, valid ninety days with an advance deposit. When that fits, and when a normal registration is better.
What does not need a Tamil Nadu GSTIN: selling to customers in Tamil Nadu from your home state. That is an inter-state supply, charged with IGST from the registration you already hold. The second-state checklist walks through the decision.

What a virtual office address in Tamil Nadu must come with
FORM GST REG-01 asks for proof of the principal place of business and gives three routes. Own premises: a property-tax receipt, municipal khata, electricity bill or other ownership document. Rented or leased premises: a valid rent or lease agreement plus one ownership document of the owner. Consent or shared premises: a consent letter (the NOC) plus the owner’s ownership document. A virtual office is filed under the second or third route, so the kit is:
- Rent or leave-and-licence agreement in your business name, describing the unit and floor exactly as the form does. Lease vs licence, and why eleven months.
- No-Objection Certificate from the owner permitting use of the address as your place of business for GST and correspondence, with the owner’s proof of ownership behind it. What the NOC must say and what must match.
- Recent utility bill for the premises — electricity is the usual one — showing the same address.
- Name board at the entrance with your business name and, once issued, the GSTIN (Rule 18). SimplySetup puts it up.
- Someone at the premises to receive post and an officer under Rule 25. SimplySetup’s staff are on site.
If the officer asks for more. CBIC Instruction No. 03/2025-GST (17 April 2025) tells officers to ask only for the documents REG-01 lists and not for extras such as the owner’s PAN or Aadhaar, photographs of the premises or original physical copies. Quote it in your REG-04 reply if a Tamil Nadu officer raises such a query.
The full list for every business type — photographs, constitution proof, bank details, authorised signatory — is in the documents guide.
The registration, step by step, with a Tamil Nadu address
- Take the address and collect the kit. With SimplySetup the agreement, NOC and utility bill are issued within 1–3 working days of KYC, and the name board goes up.
- REG-01 Part A. On gst.gov.in enter PAN, legal name, mobile and email; verify the OTPs to get a Temporary Reference Number, valid fifteen days. Select Tamil Nadu as the state.
- REG-01 Part B. Business details, promoters, authorised signatory, the Chennai or Coimbatore address as principal place of business with nature of possession “rented” or “consent” and the kit uploaded, additional places if any, top goods or services with HSN or SAC, the state-specific information tab, and the Aadhaar authentication choice. Companies and LLPs sign with a DSC (Rule 26); others can use EVC.
- Verification. Many applicants are booked for biometric Aadhaar authentication and document verification at a GST Suvidha Kendra before approval; the officer may also order a Rule 25 visit to the Tamil Nadu address.
- Decision. Approval within seven working days, or thirty with verification (Rule 9). A query arrives as FORM GST REG-03; reply in REG-04 within seven working days. The certificate is REG-06, downloaded from the portal.
- After the GSTIN. Display the certificate and add the GSTIN to the name board (Rule 18); furnish bank details within thirty days (Rule 10A); start a separate invoice series for this GSTIN (Rule 46).

After the GSTIN: what changes for a Tamil Nadu registration
A second GSTIN is a new registration, not a transfer, and the one you hold at home is untouched. What changes is administrative: a separate GSTR-1 and GSTR-3B for the Tamil Nadu GSTIN (nil returns included, at ₹20 a day in late fee if missed), a separate invoice series, and books of account for the Tamil Nadu place of business under Section 35. Stock you move from another registration of yours into Tamil Nadu is a supply between distinct persons (Schedule I) and travels on a tax invoice with an e-way bill; the Tamil Nadu GSTIN claims the credit. If common input services — software, audit, agency retainers — are billed to one GSTIN and used by several, an Input Service Distributor registration is mandatory from 1 April 2025 (Section 20 as amended by the Finance Act 2024).
Tamil Nadu levies professional tax, and this is where a registration-only address differs from an office: the tax attaches to an establishment with people. Enrol the entity after the GSTIN; register as an employer and deduct from salaries only when staff actually work in the state. Shops and Establishments registration follows the same logic.
Using the same Tamil Nadu address for company registration or as an APOB
Registered office. A company or LLP can use the address as its registered office under Section 12 of the Companies Act 2013 if the provider issues the MCA kit — agreement, owner NOC and a utility bill not older than two months (Incorporation Rules, Rule 25). SimplySetup’s Company Registration package includes it. The registered office is national; the GST registration is state-wise; the two can share the premises. Registered vs corporate vs branch office.
Additional place of business. If you already hold a Tamil Nadu GSTIN and need a second address on it — typically a marketplace warehouse — it is added by amendment in FORM GST REG-14 (approved within fifteen working days, Rule 19), with the warehouse’s NOC and address proof from the marketplace. A virtual office is usually the principal place on a new Tamil Nadu registration, and the warehouse the additional place.
Bank account. Banks generally accept the address with the kit in place, though a few insist on a premises visit; the current account documents guide says what to check before choosing.
What it costs in Tamil Nadu
There is no government fee for GST registration in any state. What you pay is the address, a digital signature if you are a company or LLP, and any professional fee for filing. SimplySetup’s packages are the same price in Tamil Nadu as everywhere else, billed annually with 18% GST shown separately: Business Address from ₹399/month for the address, mail handling and name board; GST Registration at ₹799/month, which adds the agreement, NOC and utility-bill kit and the filing; Company Registration at ₹899/month with the MCA kit. The facts page shows the annual arithmetic and the fees guide the other costs.
What a virtual office in Tamil Nadu does not do. It does not make you resident in Tamil Nadu for any other law, does not give you a desk or staff of your own, and is not valid if the provider does not control the premises. A cheap address without the agreement, NOC and utility bill is not a saving; it is a registration that gets queried.
What to do next
Decide whether you actually need a place of business in Tamil Nadu — stock, staff or a local presence — rather than just customers there. If you do, pick a city from the table above, take the address with the full kit, and file REG-01 with Tamil Nadu selected. Keep the state facts on this page beside the process guide while you work through Part B, and expect a decision within a few weeks. If you would rather have the filing done with the address, the GST Registration package covers both.
